Trai — vodafone recharge issue

Hi all i purchased a new prepaid number ([protected]) but when i am recharging from any mode the same is not recharging and balance got deducted. When i called to customer care they are saying first you go to retailer and recharge from 175 amount then you can avail the service, if i have not sufficient amount in my wallet then i cannot avail the vodafone service. This is very bad terms and conditions. Please take this complain on priority.
