Travel Raga Holidays — Cancellation Charges

I have booked a tour for kashmir, total cost 38000. advance payment 5000. As per current kashmir situation I have to cancel the tour, also they cant provide the same to me as well. But still they are applying 4000 penalty. Else they are asking for reschedule the tour or replan or any offering any other places. I am unable to do so due to official issue & personal reason.
