Uber India — charged twice and no refund even after raising a concern

I had used uber for a drop and i use my card for transactions, so i have linked it already, i had to book a ride so before that i had to pay for the last ride which was 257.75, so the usual procedure feeded in my cvv, got an otp, feeded that in the amount got deducted but over here in the uber app it showed amount pending, most of the time after restarting the app, the amount was adjusted, and since i was in a hurry i made another attempt and it ended the same way, so i used the second option paytm the amount got deducted there and it was good to go, soon after that i raised this issue with uber and attached is the response, not sure who to complain, came over here.
