Uber India — Fake offer by the driver

I would like to file a complain against one of your uber driver for telling me the wrong offer about the uber rides and charging me rs.1599 for the offer. He took the money in paytm account.

After taking the money he said, the offer would start after 2 hours and then left. After two when i tried to call him, he neither received the call nor called back for the same.

Please help me out of this problem by proving back the money and that driver shuold be punished for the same.
