Uninor / Telenor — DND active though VAS activation cut the money

I have been hearing a promotional pre call announcement on my number [protected] from last 10 days, in spite of my numbers are dnd activated.
Regarding this issue i have tried to complain on 198, but they rudely behaves me and deny to register a complain. According to your customer service representative, 'some complains are not registered'. I want to know what do your company's mean by 198. When your representatives deny to register complain.
I have call records o[censored]ninor customer representative.
I want solution about what is the meaning of 198 complain number, ...

I am regular consumer of Telenor number since last 3 Year.

Company start automatic VAS service and deduct my money though I activate my DND service.

When I call to customer service, replied we do not take any complain.

This event become frequent
