Uninor / Telenor — recharge failed balance deducted

Error massage - unable to process recharge failed.
I have recharge 143 rs. Two times in my no. [protected] on same day. Balance was deducted from my account two times but recharge failled.
I have complaint 2 times but i have not received my refund till now.
Kindly refund my balance for same... Thanks
