Union Bank Of India — fee payment

I paid fee for my sister on 17th of January, amount of 3170 rs was deducted but the fee Transaction has not been completed yet its been 2 days now, neither i have got refund, day by day my late fee fine is increasing, so I request you to look into the matter and help me out as soon as possible, I'm really depressed at the moment please help me out, i have to pay the fee just after i'll get the money back i'll pay
