Union Bank Of India — money not refunded for failed upi transaction

Dear team,
I tried to send money on 20/10/2017 from tez app through upi to my freind money is debited from my account but not credited in receipents account.
Upi id for failed transaction

For all above three transaction money is not refunded please look into issue and take some actions

I was recharging my phone but balance deducted and phone recharged and a message come from telecom company that your recharge is not successful, about balance deducted please contact to the bank.

i have digipurse account and i added the 5000 rupees in to that account but it was not added in to that account and i waited upto 5days and try to log in the account but i am not able to login the account.

please check it revert the amount in to my card.
