University Of Madras — Convocation certificate not received | |||
Non issue of convocation certificate :I am A.Thanigaivel, passed M.A. Defence studies, Branch XVI M.A, Enrollment No. 9PDF 0204, in the year of October, 1992 at the university of Madras, Institute of correspondence Education, now Director IDE till date I have not received my convocation certificate. I am residing at 7.Chockalingam Nagar, Teynampet, Chennai.600086, cell No.[protected], mail id, [protected]@gmail.com doing LLB Hons 3 years course. I approached in person Room No.370 concerned section on 11.04.2017, the section officer assistant stated that there is red tick made in my education records, it means convocation already dispatched in December 1994, surprisingly pertaining to that period Provisional Certificate dated 23.12.1994 dispatched and sent to me. The present director is requested to regularize the internal check system that if dispatched any vital educational certificate it should be made correspondence serial Numbers of the section as well as the dispatch register against the connected educational records in the interest of several thousands of student, mere tick against above stated records could be chance of omission or negligence of office staffs. In the Distance Education University premises, , When I asked the above section woman officer about the director Name she did not tell, later some one staff on the way I came to know IDE in charge director Thiru.Panchalam, P.H.D, (Professor) there is no details of the director name, complaint cell number at the conspicuous spot. Today on 12.05.17 presented my request with DD at the Tappal section and got acknowledgement, also furnished the copy to the concerned section officer, Then I received the call from the section officer, on the SO instruction I again applied with twenty Rupees stamp paper to the section officer as per norms. I could not get endorsement in acknowledgement copy from the section officer for the receipt of stamp paper, the SO stated get it from the Tappal section otherwise wait till arrival of the Assistant Director IDE, no other way, as I exhausted whole day in summer I gave it to the SO without acknowledgement . Practically I seen some other students also facing the acknowledgement problem. The Director should emphasized at the tappal receipt section to furnish acknowledgment with respective registration number of tappals by affixing sign and stamp, here also I hardly got the sign and stamp whereas tappal section staffs says for them there is no instruction to sign on tappal from student and get endorsement from the section mere stamping on demand will lead to suspicion that who received, at the root level the acknowledgment system should be streamlined it would make walk of lay student from pillar to Post whereas concerned section Officer declined to make endorsement as experienced by me to day (where as the same S.O responded to get advice on my papers forthwith, calling me in my cell has to be well appreciated, ) .My application dt. 11.04.2017, its migration certificate dt 28.04.2017, dispatch stamp dt 08.05.2017, my local post office dt 09.05.17 with net result I could not submit before 30.04.17 as demanded by my college .University is a other authority of state as per article 12 of the constitution. My request comes under fundamental rights. I emphasize 1.)acknowledgement of tappal receipt section as well as all the S.Os, 2.)complaint cell Numbers including the Director IDE number, mail ID at the conspicuous spot of the University be furnished on boards for the benefit of IDE students.3.) Dispatch of vital convocation certificates authorized and counter signed with authenticated dispatch serial number by an officer above the rank of section officer .
