Wishing One — product delivered are not working

I bought philips 30000mah power bank from wishingone site for rs. 999/- with samsung bluetooth as free. Power bank delivered was not philips company and it was not working. Moreover, it is of no brand. It is old and used. No bill. Customer care number provided in the website is going to some other person who says wrong number. The number which i received during the order confirmation says "try after some time". Interesting thing is free product offered is working and that is used one.
