Woodland — Order OR-3013223 is not received and no refund initiated

I, I have ordered a shoe on the WOODLAND online site on[protected] order ID OR-3013223, till date shoe has not been delivered and my amount not been refunded. I have called several times and emailed serval times with no proper response, every time the customer care person by mail and via telephone said we are facing technical issues and it will be delivered within a week. I have lost my faith, kindly help me to address this issue. Please find attached necessary details. i have raised consumer complaint in online govt

Why this complaint marked as complete, refund not yet received and no response from customer care support of woodland. Is this fake website to coverup online scam done by woodland?
