Xrbia — possession of my flat delayed

I had booked a flat in vangani unit no j4 in 2017. The possession of the flat was promised for this year. I have taken loan from india bulls finance anf paying them pemi & i pay a rent of 11000/-. I need my flat so to shift with my family there please

To date, they have not contacted me nor has the subsidy amount I have received from the builder.

His delay I have me in a mess if the builder would give me a completion certificate I would have got my subsidy back.

how can I file a case against them? can someone help me pls
