Zara — Refund not processed and scamming customers

I purchased two pairs of shoes from Zara, kept one, and returned the other pair. It's been more than a month and I am still awaiting the refund or at least the shoe to be shipped back to me!! Firstly Zara sold a used shoe to me ( my mistake was that I did not check the sole assuming that Zara wouldn't cheat customers). Only after I chased them for a refund was I notified via an email saying the shoe was used so no refund would be processed but the labels were intact! I was shocked to read this as I never even walked a meter wearing it. The labels are also as it is. I feel so betrayed for trusting the brand blindly. I was sold a used shoe and asked to pay for it basically! Moreover, the shoe has not even been shipped back to me!! A total freaking scam!! The shoe is basically useless for me because it doesn't even fit me! How could I use it like this with the bill attached to it firstly! People use Zara stuff all the time and return it back for refunds! I have never done this with any brand because I never felt it right! Look at the irony now. I am charged even though I haven't used the product! The internet is flooded with how Zara is fooling customers! something really needs to be done about this. A brand can't just take advantage of people and make money out of it!!
