Account not closed in spite of full closure of EMIs taken on card dues plus prepayment charges

I had a credit card with Barclays Bank and had availed EMI payment option through ECS which I wanted to close by making one time full payment. After requesting for the same I was asked to pay Rs. 23,072/- on 16/6/2010 and in that month statement they also charged prepayment charges. Barclay priority charges membership.

I was holding Barclay Bank Credit card and was using it. My Card No:[protected]. In the month of December 2009. I checked the bill and have seen that the bank has charged an amt of 6500 as Barclay Priority Circle fees, but I have not received any gift or any thing from Barclay.
