not providing cable telephone for taking broadband service

I have bsnl landline connection.bt it is wireless phone.i need a wired telephone in bsnl connection.bt the service provider is telling that they are not having cable telephone via our house area.
Bsnl should provide me the required facility so that i have to take broadband unternet facility.i dont need your wimax facility.pls help me to solve this problem.
