TDR approved but money not Refund from last 9 month

i have file a TDR on 26 dec 2008 on IRCTC to cancel my Train ticket because train is late by more than 6 Hours. so many times i have written mail to IRCTC but my money is not refund till date.

I have not got my money back of tickets which i have booked on 06-04-2012 from New Delhi to Jammu Tavi the tickets are not confirmed they are in waiting of 14, 15, 16 the train was uttar sampark kranti 12445 if i will not got my money back in my accont in 24 hrs i will knock the door of consumer court .my contact number is 9990591687 .
