Indian Railway Catering & Tourism Corporation [IRCTC] — tdr didn't refund for train diverted and not reached to destination

Passengers had trouble while traveling through Train, they got to know that train was diverted and not reaching to the destination station after boarding to the Train. Majority of them were senior citizens. They had to be dropped at another station in between and travel through the different train without reservation facing lots of troubles.
As a result of raising TDR for the same IRCTC denied to refund.
