Irctc — No transparancy in refund

I have booked a ticket, while booking it was showing availability of 140 tatkal seats but within 1 minutes while I have entered payment details My ticket was booked with 55 waiting. Okey no issue, But while refunding money By automatic cancellation they have deducted a good amount of 40 rs + other charges. My concern is that If I am deliberately cancelling my ticket then you may charge, but when unconfirmed e ticket is not valid for travelling why you are booking so many waiting and still much worse that you are charging for it. This is really a loot. Please stop it.

Ya everyone knows this and only indian railways are unaware about this and not taking any action against IRCTC..
IRCTC sells all its tickets to its authorised agents who charged between Rs.600-1000 per sleeper class ticket and can issue ticket within few hours.
They all are here to loot public and gives useless reason that there are many counters and according to them it was booked from counters. Now anyone explain is it possible to get 500 tickets from ticket counter within 5 mins ? In india its not possible..
Hope indian railway takes action against IRCTC and give contract to some trusted company..
Regarding PNR Number: [protected] I have complaint regarding the Tatkal ticket cancellation process :1. I booked tickets in Tatkal Quota from Mumbai to Jaipur DOJ 7th March 2014 2. 6th March evening I noticed 1 ticket was waitlisted and hence decided to cancel the ticket as it was mandatory for both passengers to travel together as they are senior citizens.3. After cancellation I noticed that out of 3500 Rs only Rs 1715 were reversed.4. I didn't get any prompt about the money deducted before the final cancellation confirmation.5. As per the commercial transaction guidelines for Online transactions we should have been informed of the deduction charges at the time of cancellation before the final click, not doing the same is a cheating with consumer.6. When we called up IRCTC customer care ( From - [protected] to [protected]) we were told by CC agent Gaurav blandly that we should have waited for last 6 hours and during that time full refund would have been processed. This point is not mentioned anywhere in the guidelines for the cancellation transactions.I demand refund of the full amount of this ticket and also I want answer to my complaint on point no. 5 and 6 mentioned above. As I believe there is no financial loss to IRCTC and Indian Railways due to my cancellation as that one birth will anyways be allocated to another passenger My money should be refunded.
