ACT Fibernet — Frequent service disruptions

I obtained the internet connection from ACT fibrenet on 23rd September, that is hardly twenty days ago. Even within the short duration of less than 20 days, four times there were disruptions and the present one from yesterday, i.e., 10th October till now, no resumption of the service. No way to connect with anyone as the helpline are really a nightmare to get connected with anyone. When I wrote to the Appellate authority about refund of amount paid already due to non availability of internet service for so many times, he was writing back that no such provision to refund the amount. The full 3 months period which I paid would have to be used even if no service is provided. Absolutely rubbish behaviour and callous attitude by the authorities in ACT fibrenet company as a whole.
Is there anyway to correct the situation by government authorities as the complaint no.14404 by the TRAI is always engaged.
