ACT Fibernet — Not refunding the amount paid as advance

Act Corp earlier called as Beam Tele, An Internet SP for domestic usage in Hyderabad. Initially, when installing the Internet connection at home normally they will take 500 towards installation charges, Also they will have some offers such as if you are going to pay 6 months charges upfront nearly about 4.7k they would waive off installation charges. Opting this plan, I had paid them 6 months bill upfront, unfortunately after using for 4 months, I need to relocate the place & city. Now the story starts, when I called CC for disconnection and refund of remaining amount, they had terminated the connection immediately and about refund they initially said as there was no provision to give the money back, I need to take the act connection again in new city(luckily act is available in Bangalore) and can transfer the money to new account. I did the same thing, I had installed the act connection again in Bangalore(Forcibly installed act to get my money refunded to my new account), Now when I called the ACT Hyderabad CC to refund money back into new account, They came with a new story, since the refund option is available only in intra city transfers and it would not be applicable in between inter city accounts. Since from the last 2 weeks I am following up with them, They are not responding to my calls and hopefully they are not interested to refund my money back.
My Concerns are :
1. If you don't have the option of refunding the money in between intercity accounts, why your executives committed, is it because I have to again go for act connection.
2. The CC and First Level of Escalation and Back end team, who ever responds to my calls, none of them have any knowledge on Process and also no idea to route customer queries to proper escalation point.
3. They had Just created a Hype, truly Service is not as expected. Technical staff is also not well trained.
4. Poor Customer care.
Although, my refund amount is a small figure, but as a company, They should not loose customer faith in doing these meaningless acts
5. If the CC Staff are not clear about the process educate them, so no other customer can suffer like me.
My suggestion is Don't just go by the name ACT/Beam OFC, They had initially gained some hype until they had settled and acquired some customer base, there are many other ISP's which provide better service than ACT, may be using other medium of transmission like DSL, .
