Agarwal Packers And Movers — non delivery of luggage booked in transport

I had booked some luggage two trunks and one motorcycle from my residence in Ambala to Trimulghery in Secundrabad. After confirmation from their branch office in chandigarh that the luggage will be delivered in 10 days time from the date of dispatch on 11 apr 2015, now even after 14 days the luggage has not been delivered nor are they answering to any calls from my number. Since 21 apr 2015 every time I call from a new number they take a call and then tell me that my luggage will be delivered in 4-5 hours. My luggage has still not been delivered to me. Request suggest me a way to file a formal consumer complaint against the group.
