Air India — High cancellation amount was charged on partially refundable booking

So I booked my ticket through ixigo, and because of rising cases of COVID-19, I canceled the ticket 1 month before the date of travel still I was charged heavily for cancellation on the partially refundable fare type.
and then I was refunded just rs753 on the payment of Rs.14133 for booking.
