Amazon India — Order is partly delivered but Amazon claims that they delivered it

I ordered a product of qty 4, each items is bundle of three different related items, 4x3 =12 items.

What I got is 1x3 = 3 items.

I raised a complaint on this and they say, it's delivered. They say, there is nothing they can do about it. Please help me. This seems a big scam.
