Amrapali Group — Purchased a flat under subvension plan(NEP) in Amraplai Adarsh Awas Yojna but not receiving the the EMI since November 2016

I have purchased a flat under the Adarsh Awas yojna project of Amrapali Group under the Subvension plan, as per which the EMI amount till the possession of the flat would have to be born by the builder.

The EMI amount has not been credited to my account since November 2016. I was not even informed about that. When I called the builder at first no one has responded. I even dropped them several email to which no response is ever received. Finally I got a contact for Amraplai that has picked the call. He had informed me that there is a dispute between banks and the builder is going on due to which Bank is not revealing the funds to Amrapali. And due to this they are not able to pay the EMIs. Also they were not sure for any deadline to resolve the matter.

I offered to surrender the flat as they are not meeting up to their commitment to which they have said that they will charge me 10% of the total amount as a fine in that case.
