Andhra Bank — changing payment of pension to savings account instead of pension account

My father has been getting his pension from sub treasury offfice tirupathi payable to his pension account which contains number as [protected], which was kept as E or S with names of service pensioner and family pensioner. This facilitated both my parents to operate according to their requirements. Now suddenly my father wanted to close this account and transfer his pension payment to another account opened at visakahapatnam and with no:[protected]. My father mental condition is not good for the past 10years and also due to his old age (now he is 77) he could not maintain his pension account properly too.So his pension papers and bank account pass books and all other important documents were kept with me. But recently he was forced by some other people to transfer his pension account to visakhapatnam.instead of maintaining at tirupathi with his wife. His wife approached the bank authorities and treasury authorities and requested them not to allow him for transfer. Without asking for original ppo/ bank pass book the bank manager issued no due certificate to my father ansd treasury people simply transfered this to his account at visakahapatnam. Now i wish to know the following: 1) As far as my knowledge is concerned, pension account shall not be continued as ordinary account without changing old pension account number. Because every account has got special numerical in the account number which denotes that it is savings/ abhaya gold/ pension ...like that. But here, the old account is still continued with same number. 2) Pension accounts must have special numericals 13 in the account number. But the new account number to which the above was transfered is not pension account. So i think this not correct. please check. 3) when own family members complained about mental condition of pensioner, why bank authorities have not considered it when the pensioner approached the bank for no due certificate. 4) Now if the service pensioner is not giving any amount to is wife and running away from any responsibility and completely neglecting her. What is the position of wife.? is it not possible to add wife name to single named account to make it convenient for making transactions by both parties. please guide me what to do now without causing any invonvenience to wife. my mail address is [protected]@gmail.com
