Andhra Bank — transaction declined money deducted from account

I tried to withdraw two transactions at andhra bank, nellore, andhra pradesh on 10 dec 2018 of amount 20000. One transaction was successful and got 10, 000 and however the other transaction was not successful but the money was debited from the account
Complained to icici bank on dec 21st. They came back today and confirmed andhra bank confirmed that transaction was successful. Kindly check in your bank records and cctv footage.
I dont know who is fooling here either icici or andhra bank.
