Axis Bank — Delay in the authorization of Debit card for International operation

I am touring USA and staying here up to Sep '16.
I went to the Axis bank Nanganullr, Chennai branch
to get a traveler card before my journey.

The Branch Manager informed me that they are NOT
having the stock of DOLLAR CARD and assured me
that I can use the card in USA and has to pay some
exchange charges etc.
But the card transaction was denied my the ATM
centres in US.Kindly upgrade/authenticate the
card to use in US for which act of kindness I shall
ever be thankful to you.
