Bajaj Auto — long pending of issuance of blue book of bajaj bike

I bought ct-100-alloy wheel bs-iv bike on 13.07.17 in the name of avijit roy from s. S. Auto, pal para more, bhatjongla, krishnagar, nadia, west bengal, pin-741101, but the blue book in correct order is yet to be issued till date ; in spite of repeated request, they are not paying heed to my urge that i am unable to go outside of this town without blue book;

I was purchased bajaj v15 in june'16 after purchase this bike no available any parts in showroom and other market today my back tyre is likedge please help me how to resolve my problem and how to warranty claim to company for tyre replace
