Bajaj Finance — Bajaj emi card not received

HI Bajaj,

I had applied for Bajaj Emi card through your online Portal,
I got 70000 eligibility with my details
I had made the payment also 399.00 from my credit card to get emi card after filling all the details
But after that i didnt get any confirmation mail or message to me, whether the card is getting delivered or not, But amount was debited to me
What the hell is happening, If you are not willing to Approve my card or deliver the card how can you accept my payment to you

"Dear MOTAMARRI, Congratulations! Your EMI Card application has been approved. The loan limit on your EMI Card is 70000. You will receive gift vouchers worth Rs.2601 on payment of EMI Card fee. Regards, Bajaj Finserv."

I want my amount to be refunded or Card to get delivered for the given address
