Bank Of Baroda — Atm withdrawal - account debited but cash not dispensed

My name is Aarti Verma. I am doing job in Gurgaon and I have an Account in Bank of Baroda, Saket branch, New Delhi.
I am here to say that on 29 feb 2016 I have debited a amount of Rs.2000 from my account from Indusind Bank ATM at 6:00pm in Gurgaon, New Railway Road. That amount was debited from my account but cash was not dispensed, but after few minutes I received a text on my phone that amount was refunded to my account and then I retried for the withdrawal at that time only from the same ATM, but the amount was debited from the account and not dispensed. And this time the amount was not refunded. Then I waited for 24 hours for the refundable of amount.
And on 3 march 2016 I registered a complaint on Toll Free and in my Home Branch Saket (Bank of Baroda). They gave my time of 15 days for the amount to be refunded. But after 15 days there was no result and then they told me that within 45 days the amount will be refunded to my account.
Then, after 45 days, I again called to the Toll Free no for the status of complaint registered, they referred me to call in the Branch for the status and when I called in the Branch they told that they can’t do anything in this matter only on calling Toll Free No. I can confirm that status of the complaint and there other side on calling Toll Free No. they were referring me to contact the Branch.
This time the branch staff ask me to visit the branch and I Visited to branch on 31/05/2016, and the branch staff told me that my complaint has been closed but the amount in not yet refunded, within 10 working days the amount will be refunded, but this time also there was no result.
Then, I visited to Home Branch on 13/06/2016, then I tried to talk with the branch manager but she refused to listen my query and told that tackle with staff only. And their staff was also not responding well with me, the staff asks me to debit the cash from the Baroda Bank ATM only otherwise I will face these types of problems if I debited the amount from any other bank ATM.
They are giving me excuses from last 3 months. And they told me that they can’t handle every query on phone you have to visit the Home Branch every time for every query.
I am a working Girl in Gurgaon. And cant visit daily to the Bank Branch in Saket. It’s a request to u to solve my problem.
