Bank Of Baroda — Refund request for amount deducted at the time of online payment

Myself Nilam from Gujarat India. I have my bank account in Bank of Baroda in Sarsa branch, Before few days, I have applied for passports for my friend's relatives And at that time I have paid 1500 Rupees online through my Bank of baroda debit card. but that time some error occurred and my payment deducted Rs 1512.75 on 23/02/2017 at 17:21:08 time from my bank account., And again same thing happened to me on 24th feb 2017 at 15:30:44 when I have tried to make payment from the same card.
Both times my amount was deducted but I could not make payment. So I had paid their chalan in SBI bank because passport applicants were having urgency to apply passports and they were not wanted to wait until refund comes. Meanwhile I have made complain on BOB Helpline number and they gave me information that they have taken my complain and I have to wait for 46 - 50 days for refund.

AND[protected]MADE ON 29TH FEB BUT I THINK THEY HAVE REGISTERED THAT ON 1ST MARCH)
My 3 months of waiting passed but still I am waiting for refund in my account. As per my conversation with my bank manager I have mailed to the passport office helpline email id also but not received any output for that. So again I have talked with BOB Helpline officer and he told me to wait cause my complain is still in process. As per passport office’s website if payment is deducted and not paid than they refund that in 7 working days. But after spending lots of time in waiting I am not getting any output for my refund.
