Bank Of Baroda — Transaction get failed and amount get deducted four times.

With due respect, on 23rd april, 2017, i had tried to made a payment to passport seva kendra chandigarh through my ru-pay card, after failing first instance, i tried it one more time.
But both transaction got failed and amount 1512.75 rs got deducted twice (According to messages which i had received at that time) from my saving account.
According to the guidelines of passport office, “in case the payment status is "failed" and the amount gets deducted, the deducted amount will be refunded by sbi to applicants bank within seven working days. Thereafter, the applicant need to follow up with their bank for amount to be credited into his/her account.”
In my case payment was deducted from my account but did not transferred to sbi bank; it was still with the bob.
On 25th april, 2017, i went to my bank bob and updated my passbook entries.
According to passbook entries the amount 1512.75 rs deducted four times from my account. I told this matter to bank's responsible employee. He advised me to follow the passport office guidelines.
On 2nd may 2017, i visited to my bank and asked about my matter. The manager and one another bank employee replied to me that the delay in refund of payment may be due to bank vacations, so wait for some more days.
On 8th may, 2017, the bank take first step and registered four complaints the no.
[protected],[protected],[protected],[protected] regarding my matter through bank's portal and advised me to wait ten more days.
On 18th may, 2017, the bank call at[protected] regarding my matter and advised me again, to wait next seven days, more.
On 26th may, 2017, the bank again call at[protected] and explain my matter with detail of complaints and ask for status regarding my matter.
The manager says "there are too many complaints regarding transaction failed and amount deduction. That is the reason behind delay to resolve my matter". He advised me again to wait next fourteen days and if the limit of 32 days (Total no. Of days after registering the complaints) crossed then bank will be pay the interest on my disputed money.

The transaction (Disputed) was done by your bank, undoubtedly on my request. Again there is no doubt that the mistake was mechanical not by any human being, in fact it may be an issue of network or server problem. I fully agreed and understand with these facts.
But the real issue is that bank taking too much time to resolve my problem, may be it is routine and it happens everyday with all the peoples having same or different problems.
The duration of 15+32 days is too big to resolve a problem and that's too when you have everything in front of you just in few clicks of mouse or keyboard of your computer.
Then why should employees of your bank (Bob is the one of the oldest banks and fourth largest bank in india when it comes to managing assets) taking too much time (15+32 days) to verify that the particular transaction was done or not, and details of involved account holders. Is this an era of 80's or 90's. I don't know why bank are so helpless to resolve these kind of problems, in this modern world of computer technology.
The solution is completely in your hands then why you victimize and harass your customer, that is too when the satisfaction of your customer is your priority according to your banks guidelines.
So it is my humble request please take necessary action to resolve my complaints and take further action to improve your services.
