I shifted to my current flat in August 2015, have been using the preexisting internet service by bbnl on a sharing basis with my flatmates and paying my share. As far as I am aware, our plan is supposed to give us 10mpbs of speed. However, day by day, the service of bbnl has been deteriorating. sometimes internet just wont work, and to an extent that is acceptable, one or two downtime a month might be acceptable, however, internet has become nearly unusable for me due to very high ping times or frequent packet losses and intermittent request timed out issues. I have been calling in this regard since the last two months to my point of contact whose number is available with me. The guy first said I will come in the evening, but didn't, so I called again in the evening, he said he'll be there in sometime, but didn't come still, then on being called again he rejected and sent message that he is driving, so I stopped calling him that day. I again called the next day, similar situation, excuses, promises of coming, but didn't, then service would randomly improve slightly so that the service at least became usable for me, so I wouldn't call him. I call him only on days when service is practically unusable or downright disconnected. He keeps saying I'll handle the matter, I am taking to superiors in this regard, I will fix the issue, I am in your building only, wait till night it will improve, after which, as a courtesy, I do not disturb the guy by calling for work at night. As an office going person, I get only a few hours after office to sort out these issues in which this guy conveniently keeps on making excuses and doesn't show up. For the first time, this guy showed up some 3-4 days before taking the months payment, said that the modem is defective, and set our router on direct connection. I made sure to check if it is working any better and checked the ping and speed statistics again, it was no better despite removing the modem, So the guy apparently did some router configurations talked to some guy for half an hour in kannada hopefully regarding this, I did not get what they were discussing as it is not my language, but finally this guy asks me to check ping on google and with a face of satisfaction he says net has been properly set from here, the problem is at the other end, and he'll fix by going there. Whatever he did, net's speed became very slow some 500kbps approx in general, but at least it was consistent, the guy assured that he is working on getting it improved and took payment 3-4 days later. However, shortly afterwards, I again started receiving intermittent timeouts and downtime, and sometimes complete dis-connectivity. At first, the guy said that it is some cable issue, the fibre got cut, and he will fix it but it will take a couple of days, I gave him that. On slightly improving the condition, net became usable to the bare minimum again, so I managed with it, however it was, in a couple of days again, the problem started, this time the guy says that it is an issue with the entire company at the moment and the net will run improperly for about 4 days. Ok, accepted, I waited 5-6 days continously, but to no avail, since this, I think he has run out of excuses to make since the wire has been replaced, we are not using modem at all, and the companies problem was supposed to be solved in 4 days, now it has become a fixed pattern call of at least 8-9 calls in series, I would call him, he would ask if the problem is still there, I say yes, he either says he is coming, or he says he is looking into it, I would call again the next day, and it would repeat, But this guy has shown his face in my house only once before the payment for last month. I am tired of this repeated cycle of I am coming and then not coming and left with no alternative but to file a consumer complaint in this regard. This is getting really frustrating and expensive as have to use my 3g network for remaining online, which is pretty expensive. I have not been able to attend several office VOIP calls because of network inconsistency, and am unable to take the advantage of work from home all because of internet problems. Moreover, trying again and again on a daily basis to get the problem fixed is also very irritating and spoils the plans and mood.

Also note, Some days this guy will either just switch his phone off or cut my calls, or not pickup at all, when this heppened 2-3 times, I messaged him on whatsapp asking for his supervisors' number, but he did not provide that(no reply), also, I warned him that I am going to complaint in consumer forum, again, no reply(he has seen messages).
