Billdesk — amount debited but not deposited to the electricity bill

Address:Plot no 38 svy no 225, Madinaguda, Hyderabad

I Mr Prasad babu V, paid Electricity bill and water bill online through HDFC BANK on 22/12/2020.Amount debited 2-3 times from my account, but not deposited to the Electricity or waterboard bank account or not refunded back to my account.Please clarify this issue.
