Billdesk — Amount deducted but shows payment cancelled

NSDL PAN
I applied on NSDL website for a new PAN card with a temporary token no.- [protected]
After filling all fields and at the final page i went to pay the fee by online payment through Bill Desk and internet banking.
After making the required payment, the amount got deducted from my bank account but when redirecting back to NSDL web site, got the message: "Your Previous payment request has been cancelled. Your Money will be refunded back. Kindly make another fresh payment."
and the money is still not refunded.
I am expecting a refund of 106.90. kindly look into the matter.

I made a transaction on 15th march 2022 at 5:18 pm for my college fees. Upon entering the otp when I clicked on proceed, bill desk showed me that my transaction could not be processed. But my bank account got debited by the amount. I am waiting for the refund but it still hasn't arrived. Please help me with the matter
