Billdesk — Balance deducted but not get any recharge

I had recharge with rupees 309 from my Paytm wallet through BILLDESK. The amount was deducted from my wallet but i ddnt get any recharge in my number and transcation was failed. I can see that the amount was paid to BILLDESK. Could you please look into the issue and refund my amount back.
The details of transcation is givin blow, BILLDESKutil Order #IPT[protected] transaction id i.e.[protected] jio no. [protected].

I had recharge on my jio no. [protected] with 309 jio dhan dhana dhan offer, on dated 13.04.2017 time 9:02 pm, through billdesk, i seen balance deduct on my paytm wallet but i didn't get any recharge on my jio no. I have registered many complaints but nothing have been done. That the billdesk not refund my balance or nor recharge on my jio no. I.e. [protected] now i fully frostrated i am go to file a RTI Against Billdesk your not provide me the status of my transaction id is IPT[protected].
