Billdesk — Billdesk Transaction Reference Number - HCMP[protected] debited but failed payment Error - PME 10007 Money not refunded

I was making an online bill payment to BSES Delhi from their website through BillDesk using my credit card and amount was debited and became a failed transaction (Generated Erorr - PME10007-Invalid acquirer response, Transaction Reference Number - HCMP[protected] Amount Rs. 1170/- to BSES on 28th Feb 2017). I contacted my bank but they are not able ot resolve it so far. Please help to resolve this at the earliest and refund the amount.
