Booking.com — Excess baggage - Money not refunded

I tried to pay online for excess baggage (lufthansa airlines). The payment failed, but the money was debited. Inspite of contacting customer service several times, the money has not been refunded yet. It has been over a month since I initially contacted the company. They always say that the money will be refunded in a few days, but the money was not refunded.
