Booking.com — Refund of my reservation

I had booked fabHotels 7 nights Jagatpura, jaipur for 4 days, Ie 11-15th March. Firstly they made me pay approx 30% of the amount before my arrival, then when I reached the hotel they made me pay the full amount before check-in, said they won't let me in if I don't pay the full amount i.e. 3241. The room was not as per the picture showed on the websit, it was very dirty, lights were not working, when I denied to stay there, the hotel staff/owner started misbehaving, so I left the hotel. I filed a complaint against them on the customer care of booking.com and requested them to cancel my booking and refund the amount. They promised me to get the refund with a nominal charges of 100rs. It's been 48 hours I didnt get my refund. I called the customer care again and they told me the hotel is offering stay at some other hotel of their but not giving the refund. I am highly unhappy with this. It's mental harassment.. I am stuck and can't do anything.
