BPTP — BPTP parkland elite floor usage the land below staircase

Hi Team,
I would like to know the whose right to usage the land below the staircase. It is not a part of common area, I am residing in sector 85 Faridabad, Block E parkland . Please help us to know that whether it right of owner of ground floor or first floor
