BPTP — BPTP Registration and refund issue

Hi, this is regarding my bptp flat registration (Customer code - 150231) in the resort, sector 75, faridabad. Bptp has already taken the stamp duty and registration charges in 2013 and still i am struggling to get the registry done. Now they are demanding vat charge in the form of fixed deposit/bank guarantee to initiate registration process. They have refused to initiate registry without fd/bg. I have called, emailed and personally visited many times to bptp office in gurgaon and faridabad and they agreed that the delay in registration was at bptp end due to non-availability of occupancy certificate for the resort at that time, however, i still have to pay vat amount.
• bptp is not willing to accept any indemnity or surety bond for vat.
• they are charging vat at 4% instead of 3.09%.
• they are not excluding cost of land, plc etc. From the vat calculation.
• they are not refunding excess amount which they have demanded in past (38000/- in my case)
• preferred location charges is enforced to me however i never demanded any preferred location. The plc (75000/- in my case) is charges as corner unit plc however the complete tower is having 4 flats on each floor and all are corner units only. Bptp is not ready to refund plc charges.
