No available dates for testing in rto site

Hi,
While submitting online application for Learning License of 4 wheeler at Bangalore in rto site, I am always getting No available dates for testing.
I am trying to fill online application by myself. If i go to brokers they are asking for 400 to get this done.
Could any one help me to resolve this.
