Jora recruiter — looting money

I had a call from this company for the back office job in hdfc bank. For registration they told me deposit 1850/- which is refundable. I asked them whether it is the last amount or they will charge more. I was confirmed that it was the only amount. Again they charged 5800/- for document verification which was refundable. Again for medical insurance they again charged me 12500/-. It was also not the final amount. Again they charged me 25500/- for security purpose which was also the refundable amount. Then they mailed me an offer letter of hdfc bank. They then again asked for 21, 500/- for the early joining. Then i referred the intent letter to a friend to verify. But he told me that it was a fake letter. Later they told me to withdraw the complain as it is meaningless. Now the executive's number is switched off. I want to file a complaints against this recruiter service. How can i do? Please guide me. I have the mails sent from the service. Please sir i want my money back as i have to refund to the bank as loan.
