My amount 700 was debited from my account in net banking but payment failed, please tell me when it will refrund...

Hi,

my docomo number ( [protected]) doesnt allow any message to be sent since ages.
also whenever i leave the state, the whole signal disappears untill i return back to home state.
whenever its in home state, it actually says roaming!
its very disappointing. i tried calling 121.. it never gets connected to the customer care.
im loosing my patience....
