The ongoing Vigilance Bureau investigation into the post-matric scholarship (PMS) scam has turned murkier, with around 400 students being questioned in Panchkula and Yamunanagar and officials of the OPJS University in Rajasthan under the scanner. The Tribune broke the story on the PMS scam on April 6 and the Chief Minister ordered a Vigilance probe on June 1.
In one instance, while investigating a case of scholarship disbursal to 363 students, the Vigilance Bureau questioned 77 students in Panchkula. Of them, 48 confirmed that the account numbers shown against their names were not theirs. In case of 198 students between 2015-16 and 2017-18, money could not be transferred as Aadhaar numbers were not linked to bank accounts. An amount of Rs 12.66 lakh was fraudulently withdrawn.
In Yamunanagar, while investigating a case of disbursal of scholarship to 1, 939 students, 260 students confirmed that the bank accounts shown against their names were not theirs. The quantum of fraud was Rs 51.25 lakh though it could be more had the banks not approved disbursal in case of 429 students between 2015-16 and 2017-18 as their Aadhaar number and bank accounts did not match.
The police registered an FIR against officials of the Department of Welfare of SCs and BCs, including Deputy Director Anil Kumar, former Deputy Director RS Sangwan and accountant Surender Kumar.
In another instance, scholarship amount was released in 2015-16 to 41 SC women of Yamunanagar, who were shown to have taken admission in the OPJS University. When the Vigilance Bureau contacted them, they said they neither took admission nor applied for scholarship.
It was found that Gurdev Kaur of Yamunanagar, her daughter Ritik Singh and Mayank Chaudhary of Ghaziabad allegedly got bank accounts of women students opened in the name of providing free computer course and providing free sewing machines. They allegedly kept ATM cards and passbooks of the students. They allegedly got them admitted to the OPJS University.
Cheating case against Chairman of OPJS University
• The Vigilance Bureau registered a case of cheating, forgery and criminal conspiracy against then Chairman of OPJS University JS Dalal, Registrar Jitendra Yadav, Gurdev Kaur, Ritik Singh, Mayank Chaudhary and Mukesh Kumar for duping the state exchequer of Rs 24.51 lakh
• The Vigilance Bureau had earlier registered a separate FIR for embezzlement of Rs 23.06 crore in Rohtak, Sonepat and Jhajjar while Rs 5.20 crore was returned by banks over suspicious transactions

All the leading authorities of this country request an action by cbi .vigilance.crime branch and not by the state police such as Rohtak.
Sir Besides the various FIRs attached in an FIR No. 3 loadged by state vigilance Bureau Panchkulla vide FIR no. 3 dt.10.09.2019 under section 120 b[protected] against various persons for a scam against the govt of Haryana for rs 50 crores or so.In this regard I wish to inform that They main King Pin in this Racket are Joginder Dalal and Sarita Kawatsara 133 Ram Gopal Colony Rohtak with the main chain of Jitinder Yadav and Priyanka Kawatsara at OPJS University Churu Rajasthan.
The amount you are showing i.e. 50 crore is not even one percent of the amount they have looted from the Public students youths during the past 5 years the amount comes to over 5000 crores of Rs made by Joginder Dalal and Sarita Kawatsara as benami property. They are running the entire racket sitting at Rohtak with the help of some selected looters can be found in the attached FIRS. I have reported this matter to Rohtak police DGP vigilace Haryana as well as DGP Haryana police but all vain except MR. Bali Singh SP vigilance has investigated the matter during their posting at Rohtak now in Hissar but after their transfer all vain.
This should not be treated as my complaint but should be treated as commans man complaint demanding justice to the people and genuine students of this country been looted and still being looted by this man Joginder Dalal of Rohtak. No one dare to complaint against him due to his financial political and Police back-up.
He has has not only looted grant from the Haryana Govt. but looted grant from the entire states of our country on the name of OBC SC candidates fakely registered in the enrollment and beside this grant he has sold degrees to over one lac fake students by his OPJS university churu and as per his own statement he is having 4 more universities in India and 18 other educational institutes and even a medical college in Haryana.
Many proofs has already been sent to you and some are being enclosed for your ready refrence and if you feel that one more Assa Ram Ram Rahim Daud Ibrahim Abu Salem is not come forward then think to take quick action against this man JOGINDER Dalal.

The ssp rohtak subject complaint sir, 1. Prem paul kinra s/o late sh. Paras ram kinra r/o 650/28, subhash nagar. Rohtak aged 58 years would like to bring to your kind notice s the following: 1. That i am the permanent resident of above mentioned address 2. That i am the student of llb three years course in opjs university. Churu. Rajasthan and took admission in 2013 vide enrollment no. R[protected]. 3. That the university has been started in 2013 and got the affiliation of llb course in october 2013. The then chairman, mr. Joginder dalal who is known to me for last 20 years approached me and asked me to get the admission in llb and also offered a discount of 50 % in the fees as he was in need students for the first session and i agreed to take the admission looking for the better future. 4. That i paid the fee to the university as per the commitment and also passed my five semesters in first division. 5. That the examination of 6th semester were held in june 2016 but the university has not declared the result till september. I have called many times to mr. Bhairwa and mr. Jitender yadav regarding the result on which they asked me to visit the university on which i visited the university on 14/09/2016. 6 that on 14/09/2016, mr. Jitender yadav told me that if i want to know my result i have to pay more amount on which i have paid rs. 50, 000 through net banking. After the amount has been transferred they told me that the result has not been declared yet and sent me back. 7. That the university has declared the result on 25/9/2016 as per their website but it has not been updated anywhere. I have given a call to mr. Bhairwa and mr. Jitender yadav many times to know about my result but they told me to visit the university only then they will tell me the result. Then i visited the university many times but they didn't tel me the result. It's already five months from the date of examination but still i am wandering o, here and there to know my result 8. That i have sent an rti to the university regarding the status of result on which mr. Joginder dalal came to my house and threatened me to kill. He also stated that mere paas bahut saheliyan hain, tere dono beto ko balatkaar ke ilzaam me fansa dunga". He also added that “saare bade police walon ke sath baith bana rakhi tere jaise kutton ko taangne ke liye" 9. That i belongs to amiddle class family and struggling for my daily bread and butter. I have complained against the university in bar council of india and have a fear that mr. Joginder dalal can cause any harm to me and my family. If something happens to me or my family, then mr. Joginder dalal will be considered responsible for that 10. That on the last visit i. E 15/11/2016 mr. Yadav said that they are not going to tell any result and also stated that they have sold the mark sheet to someone else in rs.300.000/-and they are c whatever i want to. He also stated that they are having link with the high officials and no one can do anything to them and also can't interfere in their work. 11. That mr. Joginder dalal is having a strong political background and he can kill us. Kindly protect us and also help me to get my result for the sake of natural justice. You are hereby requested to do the needful as soon as possible. It is the question of lives of four members of a family. Sub: no action by your departments in this regard even though this matter is more seriousdangerous than a crime of a terririoust. One person joginder dalal [protected] is not only making the nations week by selling the degrees to the fake students with the help of all the govt, departments and police administration and earning one crore rs. Per day i. E. Also exempted from all the taxes on the name of providing education at opjs university churu rajasthan, while sitting at rohtak in haryana.
Sir,
I have written many letters to your portal as well as to ugc chairman, bci chaiman, pci chairman, necte and even to cm of haryana and rajasthan but till date no action has been taken to stop selling fake degrees by this university.
This university is approved over 200 professional courses by ugc and other councils.
Every year over 10, 000 addmission are there by their in university through their agents from different parts of the country in india and forign.
There is no teacher in the university and only 10-15 peoples are their to control how to sell the degrees to the fake students and how to maintain their records.
Over 15-20 thousands degrees have been sold to various students and no student have attendee any class in this university.
Matter was reported to police, education dept rajasthan, your portal but till date no action has been taken and even no enquiry has been made from the complainant and the police is forcing the complainant not to make such complaints.
Joginder dalal who is not only a criminal person but also involved in various cases in which 6 of his b. Ed colleges were closed by mdu rohtak.
He him self called dr. Joginder dalal and ask him write a letter and you will come to know how he became doctor.
I can give many evidence which can prove that what ever i have written is true.
Please make the inquiry in the said matter to save the country.

Sir,
My self and my son has passed llb exams in september 2016 as per the marksheets sent by the university is attached in which we both have passed out in first division. Ehese marksheets were sent to me through the mail of sandeep chahal p. No. Residing at rohtak.
As i have made a complaint against the university to the bar council of india mr. Joginder dalal [protected] has detained our marksheets and forced us with the help of model town chowky police to withdraw my complaint and threatened us to kill and involve my sons in some fake cases.
After his threat an other complaint was lodged bot nither the police has taken any action nor helped us to get our mark sheets from joginder dalal holding our marksheets and other related documents. The copies of the mark sheets and the proofs that our documents has been sent to sandeep chahal has been given to police chowky at model town.
Now over one year has passed but still the model town police is not helping to released our mark sheets from joginder dalal. Joginder dalal is a big goon and 6 of his b. Ed colleges were closed by mdu rohtak in 2012 due to the illegal activivities with the girls students during b. Ed practical examination.
I am a law binding person and want to live peacefully so request to to help me in getting my mark sheets.
