Dear sir,
I have sent a registered post from hampinagar post office- bangalore, containing important documents to kokata on 3rd of nov. But so far I have not recieved any acknowledgement due inspite of lodging compaint to the superintendent,no action taken till today.d

Fully Owned By- Government of Madhya Pradesh
The Company has been incorporated as a part of the implementation of the power sector reform in Madhya Pradesh initiated by the Government of Madhya Pradesh.
Ø The Company has taken over the Generation activities of MPSEB.
Ø The Company is a public company fully owned by Govt. of M.P.
Ø The Company was incorporated on 22.11.2001.
Ø The Company obtained the Certificate of Commencement of Business on[protected].
Ø The Registered office of the Company is at Shakti-Bhawan, Rampur, Jabalpur.
Ø The Authorized Capital of the Company at present is Rs. 10, 000 Cr. (Ten Thousand Crore) divided into 10, 000, 00, 000 Shares of Rs.100 each.
Ø The issued, subscribed and paid up capital is Rs.2, 865, 84, 64, 400 (Rs. Two Thousand Eight Hundred Sixty Five Crores Eighty Four Lacs Sixty Four Thousand Four Hundred only) divided into 28, 65, 84, 644 shares of Rs.100 each.
Ø The Govt. of MP vide Gazett Notification (Extraordinary) No. 226 notified order no. 3679/ FRS/ 18/13/2002 Dtd.[protected] to give effect to the reorganization of the Madhya Pradesh State Electricity Board. The Para2(a) of the said order is reproduced below :
“With effect from 01.06.2005 (the effective date) the function of Generation of electricity as specified in schedule A to the Transfer Scheme Rules, 2003, shall be conducted and shall be carried on by Madhya Pradesh Power Generating Company Limited as its own business and not as an agent of or on behalf of the Madhya Pradesh State Electricity Board”
Ø The opening balance sheet of Madhya Pradesh Power Generating Company Limited as on 31.05.2005 has also been notified
Ø Accordingly, the Company has started functioning independently, from[protected]
Our-Complaint

1. We are PERSONNEL OFFICERS/AE-IT (HOLDING-CLASS-II POST) (Equivalent to AE-Cadre) permanent employees of Madhya Pradesh Power Generating Company limited (Owned by Government of Madhya Pradesh) appointed under mandatory requirement of Company Act 1956. we have been recruited on ALL INDIA BASIS.
2. Madhya Pradesh Power Generating Co. Ltd. (MPPGCL) is a wholly owned company of MP Government engaged in generation of electricity in the state of Madhya Pradesh. It is a successor entity of erstwhile Madhya Pradesh State Electricity Board (MPSEB).
(a) The Company has not framed till date neither promotion policy /our cadre for promotion nor rules for higher pay options in spite of many request to company officers and additional secretary . They threaten us to fire from service /to post to remote power stations or to mention low grade in our Appraisal Report. So far only post of Personnel Officer/ AE-IT has been created. Our 1st Batch is going to complete 3 years of service at MPPGCL and we are also going to complete almost 2 Years. They had made it as a static cader. ( We request you to Please Save Our bright Future- By Taking an Early action)
3. Under Company Act-1956 it is mandatory to create Human Resource Department/IT With Post Headed by Executive Director (Personnel/IT) at the top level including GM(HR/IT), having hierarchy of AGM(HR/IT), Manager(HRIT) or Personnel Officer/ AE-IT etc.
4. Despite of many instructions of Board of Directors to make our promotion channel upto Executive Director (Personnel/IT) and to define promotion policy including higher pay options. Board of directors also directed additional secretary to recruit Head position Officials like GM/ED (HR)/(IT) at top level but they are not interested in doing so despite of this they show false problems to BOD’s and misguide them by saying them that they are not engineers they can do things and will be changed in 2-3 years.
5. MPPGCL shows TO MP GOVERNMENT that power generation is lacking due to acute short of engineers at company. They are misguiding state government how-
(a) The have posted Senior Engineers/Engineer (Like 1-Chief Engineer/ 1-Superintending Engineer/5-Executive Engineer/3-Assistant Engineer/1-Junior Engineer) in the office of Additional Secretary, Block No-6, MPPGCL, doing paper work of HR/IT Department. They have also posted three o[censored]s as Personnel officer and 1 as AE-IT(HOLDING-CLASS-II POST) taking from us work of Lower Division Clerk/ upper Division Clerk because now a days there is acute shortage of clerks in MPPGCL though we are having master degree in MBA/MSW /Computer Science and we are well qualified in our streams. Even they have not provided us sitting space as per our requirement we use to in side tables of Engineers. Though some o[censored]s are Girls we don’t fell it comfortable .They have also not allotted us work according to our qualification because they fear that if we will do their work then they will have to go in Plant posting at remote place. Through approaches they are posted at jabalpur offices . Though they are engineers they are having technical qualification which can be only utilized at plant level they are also not well versed in paper work. ( We request you to Please Save Our bright Future- By Taking an Early action).
(b) Similarly there are around 13 offices of MPPGCL which are Located in Inside & outside Shakti Bhawan campus at Rampur, Jabalpur in which So many engineers are posted doing paper works which is of Non-Technical nature and each one of them are drawing salary almost 70-80 thousands in a month for doing paper work of clerical nature which can be done by only few IT/HR along with few clerks guys can perform such task. And a Great no of well qualified Experienced Engineers can be spared & made available for Plant work……….. CONTROVERSY is that in spite of orders of Board of Directors they have posted 5 AE’s -IT at plant one o[censored]s is bounded to do shift duty in Amarkantak Thermal Power Station, Chachi though we are computer engineers not from electrical Or mechanical background As per instrucuions of Additional Secretary Shri K.K.Tripathi (CE Rank) and similarly 5 PERSONNEL OFFICER (HOLDING-CLASS-II POST) at plant doing of work of Lower Division Clerk/ upper Division Clerk) because now a days there is acute shortage Of clerks in MPPGCL in whole company since last 16 years not recruitment at clerical level have been done. In board of Directors meeting it has been asked by Director to additional secretary MPPGCL that why they have posted HR/IT personnel at plant why not at jabalpur Officer and instructed them to call them at jabalpur office and substitute them in place of Engineer Posted.
(c) They always threats us not to ask any information regarding promotion policy /our cadre for promotion/ rules for higher pay options through RIGHT TO INFORMATION ACT 2005 . They threaten us to fire from service /to post to remote power stations or to mention low grade in our Appraisal Report.
(d) Now a days Additional Secretary office is going to publish gradation list of MPPGCL batch Engineer/Shift Chemist/Accounts Officers/Personnels Officer/AE-IT----- But they are including us (Personnel Officer/AE-IT)in list at Assistant Engineer at Below Rank As per instrucuions of Additional Secretary Shri K.K.Tripathi (CE Rank). As Per Rules the Gradation list of Technical &Not-Technical are always different similarly How can they include Personnel Officer /AE-it in the same list. But they are doing so ( We request you to Please Save Our bright Future- By Taking an Early action)
6. Atlast We all the AE’s-IT/Personnel Officer of Madhya Pradesh Power Generating Co. Ltd. (MPPGCL) is a wholly owned company of MP Government engaged in generation of electricity in the state of Madhya Pradesh. It is a successor entity of erstwhile Madhya Pradesh State Electricity Board (MPSEB) request to please instruct the company to frame the promotion policy / cadre for promotion / rules for higher pay options of both the caders and display it on company website under RIGHT TO INFORMATION ACT 2005 and provide a copy to all the officers.
