Unnecessary wasting public precious time

Dear Sir/Madam,
My complaint is in regard with pollution expiry and traffic police is charging a challan against the car whose mileage is just 15000 kms.
I have purchased my car last year on 19th June 2011. So now my car is 1 year and 3 months old and the mileage of my Car is 15700 km.
I regularly keep PUC prepared, but this time it gets expired on 2nd November(4 days back) and today i.e. 7th November...
