[Resolved]  Andhra Bank Credit Card — Getting Credit Card statements after surrendering the card

I was offered a credit card by Andhra Bank in the year 2004-05. The no. of card was xxxx xxxx 1128 5457. The card was expired in Feb 08. Later on 17/02/09 I'd surrendered this card through the branch manager of Andhra Bank, Gopalpur-on-sea after clearing my dues. After that I used to get statements which was showing a credit balance of 1464.50. When I contacted the concerned authorities, they told me that I've a credit balance which would be refunded to me. After that on 5/10/09 I got a Demand Draft for the above amount bearing no 459635 dt. 29/09/09 vide letter no. 782/5. So I thought that the credit card issue is finished. But, now again they are sending me a statement showing a debit balance of Rs.1500/-. I'm in a fix. Concerned authrities are not able to answer and passing the buck to one another.
What should I do? Shall I go to consumer court?

I am trying to register my Credit Card for online bill payment from my Andhra Bank S B A/c. The drop down menu does no allow me to enter the expiry date.
I will appreciate if you can look into the problem & advice.

mean while I WANT TO USE CREDIT CARD IN U S A FOR MARKET TRANSACTIONS
3 TIMES I USED CREDIT CARD FOR market TRANSACTIONS, BUT IT WAS DECLINED.
