Indane Domestic Gas Cylinder — Irregular delivery and no proper response

It is a regular habit of M/s. Subhlaxmi Indane, Bopal, Ahmedabad, who is the local Indane Gas Distributor that as and when a customer do book their Cylinder, they will give us a normal delivery time of 5 - 7 days time. After failure of receiving the Cylinder, if the customer wants to lodge a complaint or to remind them, either we won't get the Telephone Connection or proper reply from them.
Their regular practice is that though the telephone is ringing, they will reduce the ringing sound of the telephone instrument and let it ring as much as.
Here, I would like to give an example of the last / recent gas booking with them. My Consumer No.12006 - Johnson Pathrose.On 3rd August 2010, I called up them and booked my cylinder. In turn, they assured that cylinder will be delivered within 2/3 days. However, after a lapse of 5 days, inspite of my repeated telephonic reminders I fail to receive the same. Upon my teletalk with them on 10th morning, I have been informed that I will get the cylinder by afternoon / evening of the same day. But I have not received the same by 5.30 PM in turn, I have visited their Office from where I have been informed that by 7.30 I will get the Cylinder which went in vain. Yesterday, i.e. 11th August 2010 morning again I called them and then also I got same reply that I will get the cylinder by 5 O' clock. But after 5.45 when I visited their office and shouted about their nuisence, at last 7.30 I got the Cylinder. Please note that in the delivery slip, it is clearly mentioned that the booking date is 3rd August and on the same day itself they have sold the cylinder in black and regularly they were telling lie.
There is a similar case with my college in my Office - Namely Mr. Shailesh Pandya, Consumer No.17748 who had booked for his cylinder on 30th July 2010 and till the time of writing this complaint he has not received the cylinder, inspite of his regular efforts daily. Yesterday, for him also I have asked to expedite the delivery which they flatly refused.
Please note that my friend is having only one cylinder and having a joint family with him.
Now you can understand the situation of customers who are suffering unnecessarily because of the irresponsibility of such type of agencies who are selling the cylinders in black and earning double amount to they emergency customers by not supplying the regular customers.
