Indian Oil Gas — not giving new connection without gas stove

not giving new connection without gas stove i went office of kaptanganj indane gas service kaptan ganj kushingar up for new gas connection but he refused to give me because he said you will have to buy gas stove also.but i heard somewhere that gas stove is not necessary.this harrasment .

Its same in Mallappally, Pathanamthitta Kerala... They are not giving the new connection without gas stove
